What HKSTP offers

The Hong Kong Science and Technology Parks Corporation (HKSTP) runs two core incubation programmes for technology companies at different stages.

Eligibility requirements

HKSTP eligibility depends on which programme you are applying for and your technology focus. The criteria below are representative — always confirm current requirements with HKSTP directly.

Substance matters
HKSTP assesses whether a company will genuinely operate from Science Park. Nominal registrations with no real team or presence are not admitted. Every company we advise is set up with real directors, real staff, and real business decisions made in Hong Kong.

Application Process

From enquiry to admission

HKSTP runs intake rounds throughout the year. The process typically takes 2–4 months from initial enquiry to admission decision. Here is what to expect.

Step 1
Eligibility check
Confirm your technology focus and stage map to Ideation or Incu-App criteria. This is where most applicants discover gaps early — the right time to fix them.
Step 2
Application preparation
Complete the HKSTP online application. Requires company profile, technology description, business plan, team CVs, and a financial projection. Quality of written narrative is a key differentiator.
Step 3
Screening and pitch
HKSTP screens written applications. Shortlisted companies are invited to a panel pitch — typically 15–20 minutes of presentation followed by Q&A from a panel of industry and HKSTP experts.
Step 4
Due diligence
HKSTP reviews company registration, ownership structure, financial records, and IP status. Companies with clean structures and real HK substance clear this stage faster.
Step 5
Admission and onboarding
Admitted companies sign a programme agreement, agree to reporting obligations, and move into Science Park. The 3-year clock for Incu-App starts here.

Where Applications Fail

Common pitfalls — and how to avoid them

Most HKSTP rejections trace back to a small set of avoidable problems. We have seen these patterns across our own admitted ventures and those we advise.

Technology claim not substantiated
Panels are expert-led. Describing your product as "AI-driven" or "tech-enabled" without a clear technical architecture is quickly challenged. You need to explain the technology, not just label it.

No genuine HK substance
Applicants who cannot demonstrate that the company will genuinely operate from Hong Kong — with real staff, real decisions, real presence — are declined. HKSTP is not a mailbox address programme.

Business plan misaligned with technology focus
The plan must show how Science Park access accelerates your technology development — not just that you want a prestigious address. The panel asks: "Why Science Park? Why now?"

For Incu-App applicants, unresolved IP ownership — especially when founders previously worked at employers whose IP could be claimed — is a due-diligence blocker. Clarify this before applying.

Questions about HKSTP admission

The questions we hear most often — answered directly.

No — HKSTP is open to non-HK residents. However, the programme requires the company to genuinely operate from Science Park. In practice this means at least one founder or senior team member must be based in Hong Kong during the incubation period. A registered-only, absent founder is not the profile HKSTP admits.
A mainland-registered entity cannot apply directly — you need a Hong Kong company. The HK entity must be the applicant, and it must have real substance in HK. HKSTP does not publish an official acceptance rate. What we know is that approximately 745 companies are admitted per year across both programmes. Competition is real — particularly in high-demand clusters like healthtech and fintech. Applications that arrive without a clear technology narrative, without demonstrable HK substance, or with an unprepared pitch team are consistently weaker. We do not guarantee admission — no advisor can. We strengthen the application.
HKSTP supports companies across multiple technology clusters including health and medical technology, financial technology, smart city solutions, green technology, electronics, and materials science. The programme is technology-led — service companies without a technology or R&D component are not the target profile. If your model is primarily a service business, speak to us about whether Cyberport CCMF or AISS may be a better fit.
Graduated companies can apply to remain at Science Park as tenants, move to the HKSTP Cluster programme, or operate independently with HK as their base. Regardless of exit path, the 3-year period should establish the HK substance — staff, MPF records, banking history — that makes the company eligible for the BUD Fund and other schemes that require operating history.
